TRAINING ON ANALITYCAL METHOD OF LAWS AND REGULATIONS

Jakarta, 09/2/2016-NLDA – The quality of regulatory practices is largely influenced by basic values, cultural atiitudes and political aims of governments and adminstrative bodies. Thus, on the one hand, regulation is a powerful political tool to shape both economic procsses and social developments. On the other hand, difficulties can arise if regulatory bodies fail to persue the basic principle or serving the public interest rather than individual interest. This situation can occur for a number of reasons, including lack of specific knowledge of regulatory practices or because of prevailing private interest of regulators or special interest group over public interest when regulatory decisions are implemented.  

Improving the quality of regulation has shifted in focus from identifying problem areas, advocating specific reforms and eliminating burdensome regulations, to a broader reform agenda that includes adopting a range of explicit, overarching policies, disciplines and tools. Explicit policy support for the regulatory reform agenda, targets and evaluation mechanisms is essential.

The evaluation of the Regulation will have an impact on the acceleration and expansion of Indonesian development, encourage healthy participation of the community, business interests and other stakeholders. This important activity should also be supported by providing training in analysis and evaluation of the regulation which will allow stakeholders to better perform these activities. Therefore, The National Law Development Agency in cooperation with Center For Regulatory Research and supported by Prosperity Fund, British Embassy Jakarta had held Training on Analitycal Method of Laws and Regulation for 5 days (1-5 Feb 2016). The aim of the training are to increase quality, skill, understand of officials, legal drafter and to improve the capacity of public servants. The training was opened by Prof. Enny Nurbaningsih, S.H., M.Hum, Head of The National Law National Agency. In her remarks she helighted the importance of regulatory reform. Now, we have 42.000 law and regulations that should be reviewed, she added. ** (Human BPHN)
