In Indonesian’s effort to have a guidance for public consultation in legislation making process, a workshop was conducted on 28 November 2014 in Bali. In cooperation between Coordinating Ministry for Economic Affairs and the National Law Development Agency, Ministry of Law and Human Rights, and fully funded by APEC, a draft of guidance for public consultation in law making process has been underway since in the beginning of this year, and will be expected to finish at the end of this year. The purpose of the formulation of this Guidance is to implement Article 96 of the Law Number 12 of 2011 regarding the Formulation of Legislation. This Guidance will be used as a minimal standard by the initiating government institutions and other relevant institutions in conducting public consultation in the process of making legislation.
The workshop was expected to finalise the draft guidance and to have final inputs from relevant stakeholders. Speakers of the workshop are Dr. Enny Nurbaningsih (the Head National law Develoment Agency, Ministry of Law and Human Rights), Mr. Virgilio Andrade (Head of COFEMER, Mexico), Mr. James Sheppard (Policy Analyst-Southeast Asia, Regulatory Policy Division, OECD) and Prof. I.B.R. Supancana (Direktur Center for Regulatory Research, and also in his capacity as the consultant of the project). Mrs. Huda bahweres of Coordinanting Ministry of Econiomic Affairs) acted as a mederator. The workshop was attended by around 50 people from related government institutions/agencies.
