The 15th ASEAN Senior Law Officials Meeting (ASLOM) was held on 4-5 December 2013 in Vientiane, Lao PDR. The Meeting was attended by Ms. Hjh Nor Hashimah Hj. Mohd Taib, Assistant Solicitor-General, Attorney-General’s Chambers, Brunei Darussalam; Mrs. Pen Somethea, Deputy Director General of Research and Judicial Development, Ministry of Justice, Kingdom of Cambodia; Dr. Wicipto Setiadi, Head of the National Law Development Agency, Ministry Law and Human Rights, Republic of Indonesia; Prof. Ket Kiettisak, Vice Minister of Justice, Ministry of Justice, Lao PDR; Mr. Mohd. Radzi Harun, Head of International Affairs Division, Attorney-General’s Chambers, Malaysia; Mr. U Kyaw San, Director General, Union Attorney-General's Office, The Republic of the Union of Myanmar; Mr. Ricardo V. Paras III, Chief State Counsel, Department of Justice, Republic of the Philippines; Mr. Jeffrey Chan Wah Teck, SC, Deputy Solicitor-General, Attorney-General's Chambers, Republic of Singapore; Mr. Wisit Wisitsora-At, Director General of Legal Execution Department, Ministry of Justice, Kingdom of Thailand; Mr. Nguyen Khanh Ngoc, Director-General of International Cooperation Department, Ministry of Justice, Socialist Republic of Viet Nam; Mr. Un Sovannasam, Assistant Director, Legal Services and Agreements Division, the ASEAN Secretariat and their respective delegates. Review of major items taken up at 14th ASLOM.
The Meeting discussed some agenda items such as Development of the Treaty of Mutual Legal Assistance in Criminal Matters, Reports on Exchange of Study Visits by ASEAN Law Officials, the ASEAN Government Legal Officers' Programme, Development of ASEAN Legal Information Authorities (ALIA), Development of the ASEAN Convention on Counter-Terrorism, Development of Regional/Sub-regional Treaties on Cooperation in Criminal Justice: Extradition Treaty, Development of Model Law on Maritime Security, Strengthening on Judicial Assistance in Civil and Commercial Matters Among ASEAN Member Countries, Development of the Establishment of the ASLOM Working Groups on Examining Modalities for Harmonization of ASEAN Trade Law and on Uniform Laws on Legalization of Documents, ASEAN Agreement on the Conservation of Coastal and Marine Environment, Strengthening Members’ Participation in Information Network, the Progressive Liberalization of Trade in Legal Services in ASEAN.
Some new proposals are alaso deleberated by the Meeting. They are Indonesia’s Concept Note : The Regional Workshop on Comparative Studies for Law Makers on the Promulgation of Laws and Regulations in ASEAN, Malaysia’s Concept Paper: ASEAN International Transfer of Prisoners, The Philippines’ proposal: ASEAN Convention on Transfer of Sentenced Person (ACTSP), Singapore's Proposal: A Working Group to Draft A Model Law for ASEAN Member States to Give Effect to the 2002 ASEAN Agreement on Trans-Boundary Haze Pollution, Thailand’s Conceptual Proposal: ASEAN Conference on the Rule of Law and Criminal Justices.
Prior to the15th ASLOM, the ASLOM Working Group on Examining Modalities for Harmonization of ASEAN Trade Law was held on 3 December 2013 in Lao PDR. Indonesian delegates attending the working group meeting are Mr. Subianta Mandala and Ms. Erna Priliasari.
The Meeting welcomed Indonesia's offer to host the 16th ASLOM and 9th ALAWMM in Indonesia. The date and venue of the 16th ASLOM and 9th ALAWMM would be communicated to Member States in due course.
